  • The EU-Russia summit in Nice on 14 November has been a double political success for Moscow. The EU decided to resume negotiations on a new agreement with Russia (PCA 2), which Brussels had suspended following the Georgian conflict.

  • The actions of Prime Minister Yulia Tymoshenko have forced President Viktor Yushchenko to give up his plan to hold a parliamentary election before the end of 2008. Tymoshenko's objective, however, is to have the early elections cancelled altogether, which would allow the parliament to continue working in its current composition, and permit the government to stay in office until the presidential election in early 2010. The opposition Party of Regions is in favour of holding early elections soon, although it may change its position if an opportunity arises to remove Tymoshenko from power without disbanding the parliament. It is possible that the dismissal of the speaker of parliament Arseniy Yatsenyuk was the first step towards such a solution. The other option is parliamentary elections, which could probably take place in late February or March 2009.
